A basis of estimate is useful when it helps a reader understand what the price includes, where it came from and how it should be interpreted. It becomes less useful when it grows into a long document of generic statements.

Start with the decisions and uncertainties that matter to this estimate.

Record the boundary

Describe the scope, the information used and the issue date. Identify the drawing or specification revisions behind the quantities. State significant inclusions and exclusions in plain language.

A reviewer should not have to infer whether disposal, testing, temporary works or mobilisation sit inside a package price. If an item is carried elsewhere, point to that location.

Explain the price basis

Record the currency and price base date. Distinguish supplier quotations from allowances or training examples. Where a rate depends on a work method or production assumption, describe that assumption alongside the source.

Avoid phrases such as “normal productivity” when a more specific statement is possible. Identify the crew, the time basis and the output used in the calculation. Explain any allowance that materially changes the rate.

Separate known scope from uncertainty

Known work belongs in the estimate. Uncertain outcomes belong in a clearly described risk treatment. Neither should be concealed by a blanket percentage that no one can explain.

Describe how contingency was considered and what it is intended to cover. Acknowledge unresolved interfaces or information gaps instead of presenting the total as more certain than the inputs allow.

Keep it connected to revisions

When an estimate changes, its basis should change too. A revised quantity with an old drawing reference creates an avoidable review problem. A new supplier price with an old inclusion note can be more misleading than a visibly incomplete rate.

Keep the document concise enough to maintain, and specific enough to support a review. The test is simple: could another estimator understand the main assumptions without asking the author to translate them?
